PWS creation is based on the Personnel subarea grouping for Daily work schedules, while Work schedule rule creation is based on the Personnel subarea grouping for Work schedules.

Check the relationship between the above two groupings in T508Z & while creating work schedule rules, ensure that you are creating it user the correct PSA grouping.
