How to set conditional release strategy for item level PR release strategy- Urgent

Need urgent help,

Scenario is as below :

Release strategy is set 2 level for >5000

Level 1

Level 2

For =<5000

Level1

Level 2

Level 3

IF PR contains less line item >5000 the release strategy gets triggered@ 2 level. (Procedure with Classification has been set here hence for each line item release strategy gets triggered based on the valuation in PR. IF line item is >5000 then 2 level release  strategy and if valuation of the line item is more than <= 5000 then the item goes to 3 level approval.

I need if the PR contains the 3-4 line items & if atleast 1 line item has valuation =< 5000 the all line items in the PR should go to last level of approvel.
