You could use an Action Profile attached to the Complaint to trigger this.

Within the Action Processing, once the action is triggered you would need a way to force the redetermination of the partners. I'm not sure if just doing an ORDER_SAVE will suffice but I'd recommend starting with this approach.

Either way you'll need some ABAP.
