Mail notification after execution of every event

Dear Experts,

Requirement is to send Mail notification functionality to reapective stake holders after every action trigger.

As per scenario what is the best option

1) Creating dynamic action with ABAP subroutine(F) or

2) direct ABAP enhancement.

which one is the standard practice to meet the above requirement
