Please refer the log entries. TP program not able to find Oracle client information correctly and client version is shown as 0.0.0.0.0. Oracle client is used for connectivity between SAP and Oracle DB. Please check note 556232 - Environment settings for R/3/Oracle on Windows and set the required parameters correctly, if any missing. Also try, R3trans -x from all of the application servers, if your production system is having distributed architecture and let us know the output.
