No, that is not possible.  If the fields have more data than will fit in their width, you would have to set them to "Can Grow" and they'll expand vertically. 

To get this to work correctly with horizontal lines between your rows, you would create a new section of the same section type as where your data is displayed.  Put the horizontal line at the top of this section and then make the section barely taller than the line.  This way, when the data expands vertically, the section it's in will expand and the line will still be under the data.
