Cockpit not finding database after restoring from another system

Hi IQ Experts,

I had the IQ Cockpit running against my IQ server.  I then restored a backup from devl environment to my sand environment.  Renaming the appropriate cfg and files.  Restore is successful.  I am now trying to create a technical user in Cockpit in the sandbox environment and I am getting an error "Administration requires SAP IQ Version 15.3 or later.  Resource sqa's version is not supported for administration". 

I am running on AIX IQ 16 sp11.  The agent is register and authenticated successfully. 

Any suggestions?
