I am not asking how you are changing the formula of local member. I am asking how you are inserting row in the report?

1) Are you using insert member functionality? You are inserting EPMOlapmember?

2) Using excel functionality like right click and insert row?

If you are using EPMOlapmember then use this formula for local member  "=sum(EPMALLMEMBERS)" and add local member after row axis.

If it is not useful then try to explain your requirement with example and screenshot.
