Easiest way to find out what is wrong: scan the function module (the one that contains the actual code of your form) for one of the variables of your condition. Put a break-point there. And debug.

In your example, the condition doesn't get fulfilled, as in: both variables are never equal. Or might it be you've a forced page-break somewhere that resets your counter, or something?
